Job Title: Emergency Response Manager
Location: Nigeria
General objective
The Emergency Response Manager for Protection and Child Protection at Terre des hommes (Tdh) will lead and coordinate emergency response efforts in Benue State, Nigeria, focusing on Mental Health and Psychosocial Support (MHPSS), Child Protection (CP), Gender-Based Violence (GBV), and inter-agency coordination.
This role involves developing, implementing, and overseeing protection and child protection programs to ensure the safety and well-being of affected populations, particularly children and vulnerable groups. The Emergency Response Manager will work closely with local authorities, international agencies, and other stakeholders to ensure a coordinated and effective response.
Under the direct supervision of Deputy HOD Program, The Emergency Response Manager shall perform the following tasks and responsibilities
Planning and Preparedness
Develop and maintain comprehensive emergency response plans and procedures specific to protection and child protection.
Conduct protection and child protection risk assessments and identify potential emergency scenarios.
Organize and conduct training and drills for staff and volunteers on protection, child protection, MHPSS, and GBV response.
Establish and maintain relationships with local authorities, NGOs, and other stakeholders involved in protection and child protection response.
Tdh expects that its contractor`s professional conduct reflects proper behaviour and respects local culture and traditions. In his/her daily conduct, the Emergency Response Manager shall work continuously to morally protect and defend the name, values as well as the interest of Terre des hommes, in all circumstances.
The incumbent commits to carrying out planned activities and engagements without regard to political, racial, or religious affiliation or profit, in line with the mission and values of Tdh as an apolitical, neutral, and not-for-profit organization.
He/she commits to observing discretion regarding any information or matter related to the activities and functioning of Tdh as well as its beneficiaries. The Emergency Response Manager will ensure that all data protection and CFRM functions comply with project cycle management standards.
Main Responsibilities
Line Management and Human Resources Management:
Supports CP, MHPSS and Education team recruitments within designated projects, contribute to the development and revision of job descriptions in collaboration with the Head of Base and HoD.
Ensures the project team has a clear understanding of Tdh mandate and projects through an initial induction meeting followed by regular weekly and ad-hoc get-together with relevant staff; to this PM must organize Mission Preparedness Training to all teams.
Leads and manage staff, encouraging effective teamwork and providing supervision and guidance, including regular and constructive feedback.
Reports incidents and difficulties encountered with any staff members to Country Representative.
Organizes and leads weekly team meetings and provides weekly program update with the support of Head of base.
Project Management:
Overseas the implémentation of protection, child protection, MHPSS, and GBV activities, ensuring they meet the needs of affected populationsin target areas, in accordance with project objectives, activities, targets and budgets.
Ensures that activities are appropriately monitored and evaluated and propose adjustments to project or program strategies, In consultation with the Head of Delegation and Grants Officer.
Contributes to initial and periodic assessments of the Child Protection,MHPSS and GBV activities and impact, through field visits and staff meetings.
Contributes to the contextualization of CP, MHPSS and GBV technical tools and materials
Budget holder responsibilities – Forecasts and follow up on expenditures related to of CP, MHPSS and GBV projects and participate in budget revision sessions.
Develops M&E plans, contribute to the design and development of relevant data collection tools to ensure effective implementation and monitoring at field level.
Collects data and information to report on project indicators and ensure that assigned projects are on track, making necessary adjustments where need be.
Contributes to proposal development in close collaboration with the Grants Officer and SSC.
Prepares timely procurement requests in line with project needs and budgets.
Work closely with Base coordinator and identify logistic and admin support needs related to assigned projects and communicate these to the relevant support departments.
Prepares and regularly updates the project management tool PFU for designated projects.
Project Strategy and Planning:
Under the supervision of HoD, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively to its monitoring, evaluation, and revision.
Participates in of CP, MHPSS and GBV assessments and contribute to other assessments, design, and implementation, if required.
Participates in Tdh Nigeria strategy review, if requested.
Capacity building:
Ensures quality intervention through initial and refresher training on child protection in emergencies, psychosocial support, case management and GBV to project staff and community volunteers. Ensure continuous coaching and mentoring of staff for on-going projects.
As per project objectives, designs and deliver capacity building plan, trainings, and workshops to target beneficiaries, including CP and non-CP actors, local partners and government institutions.
Coordination:
Works in close collaboration and consultation with the HoD, SSC and Grants Officer
Coordinates with other Tdh sectors to ensure child protection and GBV is mainstreamed into the health and WASH sectors.
Works in close collaboration and consultation with available government structures, non-government actors, the UN cluster system and community representatives.
Coordinates with other departments (programme and support) as per needs.
Representation:
Represents Tdh in relevant forums and meetings at community, LGA, state, and if required at national level.
Develops a network within implementing communities to facilitate project acceptance and stakeholder contribution and ownership.
Participates in child protection working and GBV working groups and MHPSS working group in his/her area of intervention and other relevant working groups and task forces as directed by the line manager.
Reporting:
Provides minutes of meetings to HoD, Grant officer and MEAL manager.
Ensures monthly data analysis reports on CP, MHPSS, and GBV activities are submitted.
Prepares periodic project narrative reports on assigned grants.
Work closely with MEAL manager on various reports to the government.
Contribute to mission monthly sitrep
Security:
Complies with Tdh Security Regulations.
Reports any security/safety incident and/or risk to the Security Team or focal point.
Regularly update staff under his/her supervision, on security rules defined by the Country Security team/Representative.
Tdh Global Code of Conduct and Risk Management Policies:
Fully comply with Tdh’s Global Code of Conduct and systematically report any breach of the code through the whistle-blowing framework: raise awareness within the Foundation on abuse and violence and rights deriving therefrom, respecting the rights and dignity of children, members of communities where Tdh operates and our own Staff.
Commits to respecting Tdh’s risk-management policies including the Safeguarding Policies (Child Safeguarding Policy, the Policy on Protection against Sexual Exploitation and the Directive on Staff Misconduct at the Workplace), the Safety and Security Policy, Anti-Fraud/Corruption policies and those related to the prevention of the financing of criminal activities.
Commits to reducing the risk of abuse and harm by developing a culture of open and informed leadership within the organization and in our work with children and the communities in which we work.
Others:
Undertakes all other duties that may be determined by HoD that are compatible with the job.
Maintain and ensure a culture of strict confidentiality regarding Tdh activities, beneficiaries, staff related issues and those with third parties.
Qualification & Experience
Required:
University Degree or equivalent in Social Studies, Education, Psychology or any other related discipline or substantial fieldwork experience (6 years) in implementing Child Protection and Education in Emergencies projects at managerial level.
A minimum of 3 years of working experience implementing Child Protection, MHPSS and GBV projects within an international organization or within the UN system is mandatory. Experience with both sectors will be an added advantage.
Demonstrated skills of the project cycle as well as proposal development.
Demonstrated project/people management experience within a large team.
Excellent written and spoken English
Computer Literate with minimum skills in Word, Excel and Internet applications.
Knowledge of the CPIMS
Previous work experience with Tdh is a must.
Desirable:
Knowledge of the North Centralcontext and local languages is an advantage
Organized, meticulous and tactful.
Communicates well and is able to work under pressure to meet tight deadlines.
Proactive, autonomous, rigorous, analytical, and is willing and motivated to work within an international and multi-cultural setting.
